Southampton City Council
Dear Resident,
I am writing to you to provide an update on upcoming works related to the St Denys Active Travel Zone (ATZ). As the Deputy Leader for the Council and Cabinet Member for Growth, I take responsibility for matters related to transport.
The St Denys ATZ seeks to change the way residents think about the streets they live in and the way they travel, helping to get Southampton moving.
Progress has already been made through the introduction of continuous footways along St Denys Road, giving priority to pedestrians over traffic joining the main road.
Over the coming months, work will start on more schemes to further enhance the area.
No idling signs
During our initial consultation on the St Denys ATZ, one of the most popular suggestions for how we could improve the area was to “ask drivers to turn off their engines at the railway crossing.”
Through the Green City Programme, the council aims to improve air quality and make Southampton a more sustainable city. As part of this work we have designed ‘no idling’ signs that will be part of a city-wide roll out, including four site locations in the St Denys area.
We expect these signs to be installed in the near future, close to the railway crossing, to encourage drivers to switch off their engines while waiting.
Junction improvements on Aberdeen Road and Priory Road
The council is undertaking ongoing consultation on Aberdeen Road and Priory Road on a scheme that aims to improve access to the footpath, create a safer pedestrian environment and add planting to make the area more attractive.
Dundee Road
Formal consultation is also underway for proposals on Dundee Road that seek to improve road safety around St Denys Primary School.
Priory Road North modal filter
Following feedback from residents it has been decided that this scheme will not be delivered as part of the St Denys ATZ programme.
Kent Road and North Road modal filters
Trial modal filters have been in place on Kent Road and North Road for just over six months now.
Traffic surveys were carried out before and after their introduction and the data has shown that these measures have significantly reduced traffic on all roads in the area, except for South Road which has seen a very minor increase. On Kent Road alone we have seen a reduction of around 1,000 vehicles per day. Surveys on St Denys Road show that the changes have had minimal impact on traffic along the main road.
I have consulted ward councillors and received emails from residents on this subject. Some residents in the area have commented that the changes have improved their quality of life as it has created safer, quieter roads with less traffic, improving the pedestrian environment and air quality. However, I recognise that others may be inconvenienced by it taking longer for them to get to and from their own homes.
Weighing the benefits and disadvantages, the decision has been made to extend the review period for another six months to November 2021. The planters will remain in place and the council will review this again in November. I will continue to work closely with the local community on the St Denys ATZ project.
I also have discussed with council planners the issue of commercial vehicles coming to and from the industrial estate and I will make sure that planning conditions are enforced by the council.
